Peppol by country: participants and providers per market

Peppol by country ยท measured

Peppol adoption, country by country

Every market with enough Peppol on the ground to measure: how many participant identifiers we index there, what share of the network that is, and how many operators publish participants in it. The 29 countries below hold 9,564,870 of the 9,568,056 participant identifiers in our index; the remaining 3,186 are spread across markets too small to measure a page's worth of anything.

3 of these markets have a live national e-invoicing mandate: France, Belgium and Germany (in German). Where each obligation stands, and whether it requires the Peppol network or merely permits it, is on the mandate hub.

Rank is over all 122 countries with at least one indexed identifier, so a listed country can rank below a country that has no page. "Providers" counts operators with participants we can attribute to that market. Index updated 20 Sept 2026, 17:39 UTC ยท GET /v1/stats/participants. The full ranking, mandated markets included, is on Peppol adoption by country.

How the list is drawn

Which countries get a page

A country earns a page when it clears one of two bars: at least 1,000 indexed participant identifiers, or at least 10 providers publishing participants there and at least 250 identifiers. Two bars rather than one, because they catch different readers: the first catches the large markets people search for by name, the second catches the smaller markets that are plainly being sold into โ€” a country ten operators serve has a real "which provider works here" question, whatever its identifier count.

The floor under that second bar is there because roughly ten operators publish seats in every country they can reach, so "ten providers serve it" is true of markets holding a few dozen identifiers. A page headlining forty-five identifiers would answer nobody's question, so a served market still has to be a market.

FAQ

Peppol by country: common questions

Which country has the most Peppol participants?

France, with 5,825,792 indexed participant identifiers โ€” 60.9% of the whole network. The table below ranks every market we measure. Counts are identifiers, not organisations: one company can hold several.

Why is my country not listed?

A country gets a page when it clears one of two bars: at least 1,000 indexed participant identifiers, or at least 10 providers publishing participants there AND at least 250 identifiers. 122 countries have at least one identifier in our index; a page for the long tail of those would be a page with nothing measured on it. Every identifier, in every country, is still searchable in the Peppol directory lookup.

Where do these numbers come from?

From the Peppol directory export and from every SMP we can resolve, rebuilt daily and published on the free, keyless API. Nobody self-reports into it. Because the index grows both when companies register and when our own discovery passes resolve identifiers that were already registered, each country page draws its movement with the discovery steps marked out rather than folded in.
